The Public Expenditure and Smallholder Agriculture project is part of the Economic Governance Programme (EGP) within Idasa.
The Public Expenditure and Smallholder Agriculture project, aims for a holistic approach towards agriculture that encompasses both policy and budget imperatives to increase small-scale farmer
participation in the policymaking process.
The goal of the project is to recognise that for agricultural Value-laden processes to be effective in an African context, the role of small-scale farmers needs to be mainstreamed, starting from monitoring public budget allocation and expenditure on agriculture to networking at regional and international platforms with sectoral agents of change.
The project works in nine African countries:
Malawi, Zambia, Senegal, Mozambique, Tanzania, Mali, Liberia, Ghana and Uganda, and in the different countries Civil Society Organisations (CSOs) have been identified to engage in capacity-building, networking, lobbying and advocacy intervention efforts.
Specifically the project aims to:
• Strengthen the capacity of local CSOs to mobilise small-scale farmers and transfer knowledge and skills in monitoring and influencing public expenditure in the agriculture sector.
• Generate and share knowledge on the impact of agricultural policies, trends in budget allocations
and expenditure patterns in local socioeconomic development and small-scale farmers.
• Assist CSOs and small-scale farmers in the development and implementation of national
and local advocacy interventions aimed at monitoring, lobbying and influencing agriculture-sector policies and budgets.
