Is HIV/Aids a Human Rights issue?
HIV and Aids are wreaking havoc in South and Southern Africa. In order to understand some of the complexities involved in effective HIV prevention strategies, we need to take a fresh look at how HIV/Aids intersects with human rights. Women across the world experience higher rates of HIV 5infection, because women’s vulnerability to HIV and Aids is rooted in inequality in sexual, social and economic terms. It is at the intersection of power, gender inequality, poverty and destructive social norms that HIV hits hardest. In order to deal with the HIV/Aids pandemic more effectively, we need to treat women’s rights as human rights. A human rights approach to HIV interventions would promote zero tolerance for gender-based violence and human rights violations; and creating a new and partnered approach, between men and women, to preventing HIV is an important part of developing a human rights culture.
